Brief of the work done On 31/08/2019 at about 05:10 pm, OC LIL PS received a specific information that some drugs peddlers are going to deal a consignment of illegal drugs at Lilong Usoipokpi Bazar. Immediately, OC LIL PS along with police team of Lilong PS assisted by S.I. Md. Wakibuddin and ASI. L. Tikendro of Lilong PS along with the civil organization ALADA and ANJUMAN rush to Liiong Usoipokpi Bazar. On reaching the place, one Honda Activa white in colour bearing Regd. No. MN01V-6806 came from Chingkham side was stop for verification. In that, the rider of the Honda Activa tried to run away but the police team chased and catch him. On verification, the individual identified himself as Md. Iliyas @ Tomba (65) S/o (L) Md. Najimuddin of Moijing Makha Leikai. On opening the tool box of the Honda Activa, found two soap caps colouring red and pink. On opening the red and pink soap caps, it was found suspected to be Heroin powder. On weighing found 34.9 grams in red colour soap cap and 10.5 grams in pink colour soap cap. On questioning, Md. IHyas @ Tomba reveals that he is a drugs trafficker and the said illegal drugs was taken from his younger brother namely Md. Aya Khan for an consignment at Lilong Usoipokpi area. As such, he was arrested and seized the recovered drugs by observing formalities at 07:20 pm and also seized the Honda Activa. Hence the case.

Brief of the work done On 28/08/2019, OC LIL PS along with his police team conducted frisking and checking at Lilong Haoreibi Sambrukhong Makok along the IVR of Lilong Haoreibi Makha Leikai road in that at around 09:30 pm one person came out of Lilong Haoreibi Sambrukhong on one Yamaha Facino vehicle, red in colour. On seeing the police team, the rider of the vehicle tried to take U turn and then attempted to flee away from the spot by leaving the vehicle in a very suspicious manner. On seeing his suspicious nature, the police team chased him and managed to detain him for verification. On verification, he identified himself as one Md. Rafique @ Mujibur (35) S/o (L) Md. Abdul Manan of Lilong Sambrukhong Makok. On opening the tool box of the Facino vehicle, found one black & white colour carry bag containing 5 nos. of Cough Syrup bottles marked as "Codylate" containing 10 mg of illegal Codeine phosphate per 5ml. Therefore, the illegal drugs and the Yamaha Facino bearing registration no. MN 06SB 9625 were seized on the spot from the possession of Md. Rafique @ Mujibur (35) S/o (L) Md. Abdul Manan of Lilong Sambrukhong Makok by preparing a seizure memo at 09:55 pm. The accused person was also arrested on the spot for the unauthorised possession of illegal drugs at 10:00 pm. On spot interrogation he disclosed that he is a habitual drug user and some more quantities drugs were still at his house. Then OC LIL PS informed the volunteers of All Lilong Anti-Drug Associattion (ALADA) to be the witnesses. Later, OC LIL PS along with his team and the volunteers of ALADA rushed to the house of Md. Rafique @ Mujibur (35) S/o (L) Md. Abdul Manan of Lilong Sambrukhong Makok. On reaching the house at 10:20 pm, the police team cordoned the house very carefully and the police team along with the volunteers of ALADA and the arrested accused person went inside his (arrested licensed person) room. In that, he produced one white colour carrying bag which was hanging at the wall of his house. On opening the white colour carrying bag, found one transparent plastic polythene containing some blue colour cylindrical capsules suspected to SP capsules and 4(four) nos. of Cough Syrup bottles without label. On weighing, the total weighed of the suspected SP capsules in the presence civil witnesses and found 88.8 grams and on counting the said SP capsules found 119 nos. of suspected SP capsules. Therefore, the recovered drugs were seized from the unauthorized possession of Md. Rafique @ Mujibur (35) S/o (L) Md. Abdul Manan of Lilong Sambrukhong Makok at 10:40 pm in the presence of civil witnesses. Hence the case.

Brief of the work done On 28/8/2019 at about 05:00 pm, OC LIL PS received specific information about the sale of illegal drugs at the house of Miss Sureiya @ Naha (26) D/0 (L) Md. Bhaktajaman of Lilong Haoreibi Sambrukhong Mayai. Then, OC LIL PS quickly reduced the said information into writing and sent a similar copy to Superior Officer. Immediately, OC LIL PS along with his team and the volunteers of All Lilong Anti-Drug Association (ALADA) rushed to the said house. On reaching the house at about 05:40 pm, the police team cordon the house very strictly and call out the family members of the house, in that one who identified herself as one Miss Sureiya @ Naha (26) D/O (L) Md. Bhaktajaman of Lilong Haoreibi Sambrukhong Mayai came out of the house. Then, OC LIL PS informed her that lie have got the information that she is selling illegal drugs at her house and the police team would like to search her house. He also convinced her to surrender any illegal drugs if she has at her house before we search the house. Then the police team along with the volunteers of ALADA entered the house and then she bring out one black colour plastic polythene containing some quantities of Heroin no. 4, which was previously kept concealed at the cupboard of her kitchen. On opening the black colour polythene, found one transparent plastic pouch containing some yellowish substances suspected to be Heroin No. 4. On weighing of the suspected Heroin no 4 by using weighing machine brought by the police team and found to be 10 grams excluding the weight of the plastic pouch. Hence, arrested the individual namely Miss Sureiya @ Naha (26) D/O (L) Md. Bhaktajaman of Lilong Haoreibi Sambrukhong Mayai on the spot for the unauthorized possession of illegal drugs at 06:20 pm and also seized the drugs from her possession at 06:30 pm. Further, the police team conducted search of her. to ascertain whether any illegal drugs is left or not. However no any illegal drugs were found further at her house. Hence the case on suo-motu.

Brief of the work done On 26/08/2019 at 6:35 p.m., a team of CDO/TBL received a reliable information that some active members of RPF/PLA are loitering in and around Yairipok Siphai Eeikai near Community Haii. Immediately, a combined team of CDO Unit, Thoubal and a column of 26 AR rushed to the spot and conducted search of the suspected persons. During the search, one suspected person was detailed for verification. On verification, the individual identified himself as Laishram Sanatomba Meitei (a) Sunil @ Chingkhomba (32) S/o L. Tombi Meitei of Yairipok Bishnunaha Mayai Leikai, S/S 2nd Lt. of PLA. On further questioning, he disclosed that he joined the organization in the month of May, 2008 through one Khumancha, S/S Sgt. Maj. of the organization. He got two months basic military training at Taka Training Centre, Eastern Nagaland under Army No. 3104 of 2008 batch. Now, he is working as Asst. to Mr. Peter, S/S Captain, Medical Officer, GHQ Nongket, Myanmar. Hence the case.

Brief of the work done On 24/08/2019 at about 1.10 am the Thoubal District Police comprising of Shri Dr. S. Ibomcha Singh, MPS, Superintendent of Police, Thoubal District, Shri Thingnam Deshorjit Singh, MPS, Addl. SP(L/O)/TBL, Shri Sachidananda Soibam, Add!. SP(Ops)/Thoubal, N. Sadananda Singh, OC CDO/TBL, N. Jadumani Singh, OC, Thoubal PS and a team of Thoubal Police Station and two additional CDO teams with the assistance of members of Phoudel Keirambi Youths Club. Phoudel Keirambi intercepted one Tata DI vehicle white in colour bearing registration No. MN06LA-2847 which was found in a very suspicious manner on the IVR of Phoudel Keirambi Mathak Leikai near mobile tower and the driver was identified as Mohammad Hussain (35) S/o Zakir Hussain of Thoubal Wangkhem Muslim Mamang Leikai. On his body searched, the police team found one mobile Samsung handset bearing mobile No. 7085928105 and one^Kechaoda mobile bearing mobile no 8414028741 and seized. On preliminary questioning of the driver of the Tata DI, it was suspected that some illegal items were kept concealed in his vehicle. The IVR was very dark as there were no street lamp and some of the localities gathered at the spot were very aggressive and hostile towards the driver. In such circumstances, the said vehicle along with driver and along with some volunteers, members of Phoudel Keirambi Youths Club, Phoudel were brought to Thoubal Police Station for proper verification and checking in presence of the volunteers, members of Phoudel Keirambi Youths Club, Phoudel. As it was late night, the vehicle was kept inside Thoubal Police Station waiting for sunrise and the said vehicle was guarded by the District Police led by SP/Thoubal, the driver of the DI vehicle along with the volunteers, members of Phoudel Keirambi Youths Club, Phoudel without checking. At about 6:00 am of the same day, the District police led by SP/Thoubal in presence of the volunteer, members of Phoudel Keirambi Youths Club, Phoudel started checking the carpet (linoleum carpet) rolls which were brought by the driver from Moreh. On checking one carpet roll, the police team detected 20 (twenty) packets suspected to he WY tablets which were kept concealed inside the carpet in two grooves, 10 (ten) packets each in one groove. Each of the packet was found to contain 2000 (two thousand) suspected WY tablets. All the remaining carpets 99 (ninety-nine) in number including the first searched carpets were marked properly from 1 to 100 as all are suspected to contain WY tablets, hence, they were minutely checked by the District Police in presence of the Volunteers, members of Phoudel Keirambi Youths Club, Phoudel. In fact, all of them were found to contain suspected contraband WY tablets, 20 packets each in one carpet, total numbering 40.00,000 (fourty lakh). Further, the said vehicle was used in transportation of illegal drugs and seized. The above person was arrested by preparing a formal arrest memo at 10.00 am and seized the recovered drugs by preparing weighing and seizure memo. On the follow up action, from the disclosure of the driver Mohammad Hussain. a team led by Superintendent of Police. Thoubal and Addl. SP(L/O) Thoubal including OC, Thoubal PS and Thoubal PS team rushed to the Imphal International Airport, Tulihal, from there outside the airport one International drug smuggler namely Mr. Kyaw Kyaw Naing @ Abdul Rahim (33) yrs S/o Abduf Jabar @ Ula Sin of Kawhmu Village, Moha Rangoon, Myanmar was arrested from the gate of Imphal International Airport, Tulihal at the instance of the arrested driver by preparing a formal arrest memo at 12.15 pm. Immediately, body searched of the arrestee was conducted in that one purse bag containing Indian currency Rs. 6Q,000/-(sixty thousand) in cash, 15 (fifteen) nos. of 100 denomination US dollars, one 1000 kyat, one 5000 kyats, one 100 kyat, one 20 kyat, one 20 Taka, one Passport bearing No. ME430078, two mobile handset one Samsung mobile handset bearing model No.SMBl10ED with -Burma SIM card and one Samsung Duos bearing mobile No. 6909503887, two print out e-ticket, one boarding pass issued in the name Niang Kyaw Yaw bearing flight No. 6E 939, one Indian E-VISA bearing ID No. I002V0851519 were found from his possession. The above items were also seized by preparing a seizure memo at 12.40 pm. On verification, it is revealed that he is an International drug lord who has been actively involved in smuggling contraband substances in Myanmar, India and Bangladesh. In the last three months, he in collusion with the above driver had carried 5 0( fifty) nos. of Carpet rolls which contained contraband WY tablets from Myanmar through Moreh to Imphal in the above seized Tata DI vehicle. The DI driver was given RS 20,000 for his carrying charge. The contraband narcotic drugs which were seized today i.e. 24/08/2019 were loaded at Moreh on 23/08/2019 and the driver was given Rs 30,000/fthirty thousand) in advance and another Rs 20,000 will be given as and when it reaches Imphal. Both the accused were constantly in touch through their mobile phones. On further follow up action, from the disclosure of the driver Mohammad Hussain, one person namely Md. Ayub Khan (41) yrs S/o Late Md. Azizur Rahaman of Yairipok Wangkhem was arrested from Yairipok Eamkhai on 24/08/2019 at 1.40 pm from Thoubal Bazar by preparing a formal arrest memo at the instance of above arrested accused driver and seized one Maruti 800 bearing registration No. DL2CAF-082! and two mobile handset one Nokia bearing mobile No. 8974512487 and one Redmi mobile phone handset 9366342176 by preparing a formal seizure memo at 2.00 pm. On further foMow up action, from the disclosure of the above driver Mohammad Hussain, arrested another one Md. Abdul Rajaque (35) yrs S/o Md. Abdul Halim of Yairipok Tulihal from Yairipok Lamkhai on 24/08/2019 at 2.15 pm by preparing a formal arrest memo at the instance of above arrested accused driver. On body searched, found one mobile handset bearing mobile No. 9612028684 and the same was seized by preparing a formal seizure memo at 2.25 pm. On their examination, it revealed that the above two persons were facilitating in the transport of the narcotic substance. Hence the case.

Brief of the work done On 22/8/2019 at around 07:30 a.m., on receiving a reliable information that one Md. Hibjur Rahaman (35 years) S/o Md. Tamijur of Sangaiyumpham Part-I was selling contraband drugs at his residence, a combined team of District Police Thoubal led by Shri Th. Deshorjit Singly MPS, Add!. SP(L/O), Thoubal assisted by Shri M. Bishorjit Singh, MPS, SDPO, Thoubal and a Police team of Thoubal P.S. including women police personnel under the overall supervision of Dr. S. Ibomcha Singh, MPS. Superintendent of Police, Thoubal rushed to the said place and detained all the suspected persons who were available at the house for verification. On verification, the owner of the house identified himself as Md. Hibjur Rahaman @ Ibothem (35 yrs.) S/o Md. Tamijur of Sangaiyumpham Mamang Leikai. The Police team gave option to the house owner, whether he would like to check his body and belongings in presence of an Executive Magistrate or civil witnesses or a Gazetted Officer. In that, he offered to search his body and belongings in presence of civil witnesses. The police team requested two persons, who were found nearby the spot to become witnesses and they also agreed to become witnesses in the search of the body and belongings of Md. Hibjur Rahaman @ Ibothem. The police team conducted searched the belongings of Md. Hibjur Rahaman @ Ibothem and detected one cap, sky blue in colour containing suspected contraband Heroin No. 4 powder weighing 12 grams and another plastic cap, pink in colour containing 3.12 grams of Heroin No. 4 powder, 4(four) numbers of 1ml. Dispo Van and 4(four) numbers of Fevicol plastic bottle which were kept concealed inside below the bed. On further searching, a sum of Rs. 60590/- (sixty thousand five hundred ninety), suspected to be the sale proceed of the contraband drugs which were kept inside the Almirah was also recovered. As such, Md. Hibjur Rahaman @ Ibothem (35 yrs.) S/o Md. Tamijur of Sangaiyumpham Mamang Leikai was arrested at 9:30 a.m. and seized the detected/recovered items. Hence the case.

Brief of the work done On 17/08/2019 at about 9:00 a.m., based on specific information provided by Dr. S. Ibomcha Singh, MPS, SP Thoubal District from his own source regarding processing/manufacturing of Heroin brown sugar at the PO. a combined team of Thoubal District Police comprising of Sachidananda Soibam, MPS, Addl SP(Ops)/TBL, O. Wangkhomba, MPS, DySP(CDO)/TBL, M. Bishworjit Singh. MPS, SDPO-TBL, A. Khekndro Singh, MPS, DySP(CDO)/TBL, Inspt. M. Sudhirkumar Meitei, RI/TBL, Inspt N. Jadumani Singh, OC-TBL PS, inspt O. Ajit Singh, OC/LIL-PS, S.I. L. Kiranbala Devi, OC Women PS under the supervision of Dr. S. Ibomcha Singh, MPS, Superintendent of Police, Thoubal District with necessary equipment including the source man rushed immediately towards Thoubal Moijing Awang Leikai at the house of Moijingmayum Md. Muhammed (41) S/o Md. Abdul Rashid (a) Mani. On reaching at the spot at around 11:35 a.m.. two persons found nearby were requested to be civil witnesses while conducting the legal procedure of searching the said house. After a while, one person who identified himself as Moijingmayum Md. Muhammed (41) S/O Md. Abdul Rashid @ Mani of Moijing Awang Leikai, PS- Thouba! was came out from his house. The accused person and his belongings were searched in the presence of civil witnesses after taking his option. On searching, the police team found eight large plastic sacks containing suspected to be contraband Heroin (Brown sugar). On further searching, found one small black polythene bag containing suspected brown sugar and another one plastic container wrapped with white cloth containing suspected brown sugar. Further, a team of FSL, Rangei was requisitioned for conducting preliminary'
tests on the above recovered 10 (ten) exhibits containing suspected contraband drugs. On preliminary testing by FSL, Pangei team, all the 10 (ten) exhibits gave positive results of Heroin (brown sugar). All the above 10 (ten) exhibits are weight by using weighing balance without the weight of containers in presence of the civil witnesses which were found (1) 15.560 kg of suspected brown sugar contained inside one plastic sack mixed colour of white and orange marked "Gul Bahar" (2) 12.990 Kg of suspected brown sugar contained inside one plastic sack yellow in colour marked "quality certified" (3) 28.11 Kg of suspected brown sugar contained inside one plastic sack white in colour marked "S.S.S.K" (4) 2.1 Kg of suspected brown sugar contained inside one carry bag marked "Samiran Tea" (5) 22.07 kg of suspected brown.sugar contained inside one plastic sack of mixed colour of black, blue and white marked "pearl" (6) 21.88 kg of suspected brown sugar contained inside one plastic sack light green in colour without marking (7) 54.04 kg of suspected brown sugar contained inside one plastic sack white in colour marked "Super Star'(8) 27.15 kg of suspected brown sugar contained inside one plastic sack yellow in colour marked "Taj Cement" (9) l(one) black polythene bag containing suspected brown sugar weighing 580 gram and (10) I(one) plastic bottle wrapped with white cloth containing suspected brown sugar weighing 74.9 gram. The police team also detected the following articles which are suspected to have been used in manufacturing the contraband brown sugar, viz., (1) a chemical compound contained inside one plastic sack olive green in colour marked as "Star brand Lime"' suspected to be iime (calcium carbonate) weighing 9.57 kg (2) a chemical compound contained inside one plastic sack white in colour marked as "Star brand Lime'" suspected to be lime (calcium carbonate) weighing 25.73 kg (3) 3(three) plastic bottles of a chemical compound labelled as Himedia- Ammonium Chloride 1 kg (4) l(one) wooden pressing board machine {5) l(one) metal clamp machine (6) 3(three) plastic drums (7) l(one) Large aluminium tub (8) 2(two) plastic tubs (9) l(one) rubber hand glove (10) i(one) gas stove and (11) 4(four) pieces of clothes. As such, the accused person was arrested by preparing formal arrest on 17/8/2019 and seized all the exhibits by preparing weighing and seizure memo at 2:00 p.m.. Hence the case.

Brief of the work done On 10/08/2019 at about 08:20 p.m., Inspector, Oinam Ajit Singh, Lilong P.S. was on duty at Liiong Bazar area, he received a reliable information from one unknown informant that some drugs peddlers are going to deal a big consignment of illegal drugs at Nungai area. After verifying the veracity of the source report, OC Lilong P.S. have passed information to SP, Thoubal on telephone call instead of reporting the information in writing, as there are chances of escaping the culprits and concealing the drugs. Immediately, OC Lilong P.S. with a police team of Lilong P.S. assisted by S.I. W. Manitomba Singh of Lilong PS and along with the members of a CSO of Lilong ''ALADA" under the overall supervision of Dr. S. Ibomcha Singh, MPS, SP/Thoubal rushed to the said place i.e. along the 1VR of Lilong Nungei road at Lilong Nungei Awang Leikai. On reaching the spot, the police team and members of ALADA wait for some time looking for any suspicion and at about 08:30 p.m. one Diesel Auto Rickshaw bearing registration No. MN OIL-1589 with two occupants i.e., one driver and one occupant was coming from Lilong Nungei towards Lilong Dam side in a very suspicious manner. On suspicion, the Police team tried to stop the said Diesel Auto. But the Diesel Auto trying to flee away taking a sudden U turn. However, the police team overpowered the vehicle and stopped. Then, the police team asked the driver of the Diesel Auto and the occupant to get down from the vehicle for verification. On verification, they identified themselves as (1) Md. Amar Khan (22yrs.) S/o Md. Nurhak of Thoubal Moijing Konjin Leikai and (2) Md. Doctor Rahaman (28yrs.) S/o Md. Muhibur Rahaman of Khekman Amakcham (driver of the Diesel Auto). The police team gave the option to the occupant and driver of the Diesel Auto, whether they would like search their body and belongings which were kept inside the Diesel Auto in presence of an Executive Magistrate/Gazetted Officer or Civil Witnesses to which they consented to search their body and their belongings in presence of civil witnesses. Accordingly two civilian persons who were found nearby the spot were called and they were also consented to become civil witnesses in the body search and belongings. Then, the police team started to search the vehicle. On searching the vehicle, found one black colour polythene which was kept concealed beneath the seat of the occupant in the middle of the vehicle. On opening the black colour polythene in the presence of civil witnesses found yellowish colour powder contained inside one transparent plastic which is suspected to be Heroin no. 4. On measuring the weight of the suspected Heroin powder, in presence of civil witnesses, by using the weighing machine, it weighed 168 grams, excluding the weight of the transparent plastic which was wrapping the said powder. Thus, the packed and sealed drugs were seized on the spot from the unauthorised possession of (1) Md, Amar Khan (22yrs.) S/o Md. Nurhak of Thoubal Moijing Konjin Leikai at 09:45 p.m. by preparing a formal weighing and seizure memo in the presence of civil witnesses. Also, seized the involved Diesel Auto Rickshaw bearing registration No. MN OIL-1589 at 09:50 p.m. and arrested the driver and the occupant of the Diesel Auto namely, (1) Md. Doctor Rahaman (28 yrs.) S/o Md. Muhibur Rahaman of Khekman Amakcham (driver) and (2) Md. Amar Khan (22yrs.) S/o Md. Nurhak of Thoubal Moijing Konjin Leikai at 09:55 p.m.. Hence the case.

Brief of the work done On 10/08/2018 at about 02:30 p.m., on receiving a reliable information that two drug suppliers namely Md. Mayangmayum Allauddin (39 yrs) S/o late Md. Anamuddin and Md. Mujibur @ Muji (38 yrs) S/o late Md. Kala both neighbours and residents of Sangaiyumpham Karanchi were supplying illegal drugs for personal gains and some quantities of said drugs were kept concealed at the house of one of them namely Md. Mujibur @ Muji(38yrs.) S/o late Md. Kala. Based on the information, immediately police party and other CDO teams along with WPCs led by Shri N. Sadananda Singh. Inspector, OC CDO. Thoubal under the command of Shri Okramcha Wangkhomba, MPS, Dy.SP(CDO). Thoubal and under the overall supervision of Dr. S. Ibomcha Singh, MPS SP Thoubal rushed to the said spot i.e, Sangaiyumpham Karanchi. The police team reached at the spot at about 03:00 p.m. and cordoned the house of Md. Mujibur @ Muji of Sangaiyumpham Karanchi and found both Md. Mayangmayum Allauddin and Md. Mujibur @ Muji inside the house of Md. Mujibur @ Muji but on seeing the police team Md. Mujibur @ Muji ran away and evade police arrest while Md. Allauddin who was trying to escape along with a white polythene bag was trapped inside the bedroom of Md. Mujibur. On opening the polythene bag found one black polythene bag inside which contains some plastic wrapped packets suspected to be WY tablets. Then, on preliminary enquiry, Md. Mayangmayum Allauddin disclosed that he along with Md. Mujibur used to bring contraband drugs from their supplier from Moreh on his white Maruti Alto bearing registration No. MN05A/3126 and sell it to other drug users and drug peddlers. The police team gave the option to Md. Mayangmayum Allauddin whether he would like search his body and belongings in presence of an Executive Magistrate/Gazetted Officer or Civil Witnesses to which he consented to search his body and his belongings in presence of civil witnesses. Accordingly two civilian persons who were found nearby the spot were called and they were also consented to become civil witnesses in the body search and belongings of Md. Mayangmayum Allauddin (39yrs.) S/o late Md. Anamuddin of Sangaiyumpham Karanchi. On opening the black polythene bag found 24(twenty four) black plastic wrapped packets. On opening each of the plastic packets and after counting of each of the packets found 2000(two thousand) numbers of suspected WY tablets inside each of the plastic packets and therefore a total of 48000(forty eight thousand) tablets were found. On measuring the weight of the WY tablets in presence of civil witnesses, 200grns. per packet and total weight of the tablets is 4.8 kg. As such, Md. Mayangmayum Allauddin (39yrs.) S/o late Md. Anamuddin of Sangaiyumpham Karanchi was arrested at 3:45 p.m. of 10/08/2019 and seized the illegal drugs (WY tablets) and white Maruti Alto bearing registration No. MN05A/3126. Efforts are being made to effect arrest of Md. Mujibur @ Muji S/o late Md. Kala of Sangaiyumpham Karanchi, who is at large. Hence the case.

Brief of the work done On 07/08/2019 at around 7:45 am, on receiving a specific information from source that one drug peddler namely Meraimayum Syed Ajmir @ Amu (26) S/o Syed Hesamuddin of Lilong Haoreibi Awang Leikai is selling illegal drugs at his house for his personal gain and some quantities of drugs are kept concealed at the neighbouring house of his uncle namely (L) Syed Gaffaruddin of Lilong Haoreibi Awang Leikai. Immediately, the police teams of District Police Thoubal including three teams of Lilong P.S. led by Inspector, O. Ajit Singh, OC LIL PS, assisted by A.S.I. Md. Sera Khan Shah and A.S.I. M. Sangeet Singh of Lilong P.S., a team of CDO/TBL led by S.I. Ramesh under the supervision of Shri Th. Deshorjit Singh, MPS, Addl, SP(L/O), Thoubal District and the overall supervision of Dr. S. Ibomcha Singh, MPS, Superintendent of Police, Thoubal District, Manipur rushed to Lilong Haoreibi Awang Leikai along with the volunteers of ALADA (All Lilong Anti-Drug Association) for conducting house search. On reaching at the spot at 09:30 am, when the combined team tried to cordon the house of Syed Ajmir @ Amu, suddenly one unknown person ran away from the backside of the house in a very suspicious manner. Then, the combined team chased him down and managed to detain him. On verification, he identified himself as Syed Ajmir @ Amu (26) S/o Syed Hesamuddin of Lilong Haoreibi Awang Leikai. Then, the police team brought Syed Ajmir to the house of (L) Syed Md. Gaffaruddin of Lilong Haoreibi Awang Leikai (as per the information). Further, the police team searched the house of (L) Syed Md. Gaffaruddin and found 2 nos. of white colour bag. one marked as "Amazon", other one marked as "Flipkart" and one black polythene containing some Suspicious items. On opening the white colour polythene marked as "Amazon" and white colour plastic packet marked as "Flipcart", 15,165 (fifteen thousand one hundred sixty-five) suspected to be SP capsules. In another seized black polythene bag, 10,000 (ten thousand) nos. of suspected to be WY tablets were also recovered. Thereby, the accused person was arrested along with the recovered drugs were seized in presence of civil witnesses after preparing formal seizure memo. Hence the case on suo-motto.

Brief of the work done On 06/08/2019 at about 1:00 pm, OC LIL PS received a specific information from source that one Mrs. Simajan (36) W/o Md. Wahajuddin and Md. Ajmir Hussain (32) S/o (L) Md. Fazlur Rahaman of Lilong Haoreibi Turel Ahanbi, Darul Uloom Mathak were sealing illegal drugs at their houses for their personal gain and some quantities of the said drugs were still hiding in their houses. Immediately, three teams of Lilong P.S. led by OC LIL PS, assisted by S.I. Md. Isha Khan and A.S.I. Laishram Tikendro of Lilong P.S. rushed to the said house. On reaching the spot at 01:30 pm, one team of Lilong P.S. led by A.S.I. Laishram Tikendro cordoned the house of Mrs. Simajan (36) W/o Md. Wahajuddin of Lilong Haoreibi Turel Ahanbi, Darul Uloom Mathak and another team of Lilong P.S. led by S.I. Md. Isha Khan of Lilong PS cordoned the house of Md. Ajmir Hussain (32) S/o (L) Md. Fazlur Rahaman. Then, at around 02:25 pm, OC LIL PS call out the family members of the house of Mrs. Simajan (36) W/o Md. Wahajuddin in that Mrs. Simajan came out of the house. Further, OC LIL PS informed her that our police team along with WPCs would like to conduct search of her house. With her consent, OC LIL PS along with police party including WPC entered the house and started to search the house. On searching the house, found two nos. of blue colour plastic packets kept concealed in a hole (for inserting the wooden rod) of the mosquito net of her bed. When opening the said packets, reddish colour tablets suspected to be WY tablets were found in both the blue colour packets. When counted the said reddish colour tablets in the 1s1 packet found 100 nos. of reddish colour suspected WY tablets and in the 2nd packet found 98 nos. of suspected WY tablets (total 198). Then, OC UL PS measure the total weighed of the said tablets in that it weighed 19.3 grams excluding the weight of the blue colour plastic. Therefore the said packed and sealed drugs were seized from the unauthorised possession of Mrs. Simajan (36) W/o Md. Wahajuddin on the spot by preparing a formal weighing & seizure memo in the presence of civil witnesses at 03:00 pin and also arrested her from the spot at 03:15 pm. Hence the case.

Brief of the work done On 06/08/2019 at about 01:40 p.m, OC LIL PS, received a specific information from his own source that one Mrs. Simajan (36) W/o Md. Wahajuddin and Md. Ajmir Hussain (32) S/o (L) Md. Fazlur Rahaman of Lilong Haoreibi Turel Ahanbi, Darul Uloom Mathak were selling illegal drugs at their house for their personal gain and some quantities of the said drugs were still in their houses. Immediately, three teams of Lilong P.S. led by OC LIL PS assisted by S.I. Md. Isha Khan and A.S.I. Laishram Tikendro of Lilong P.S. rushed to Lilong Haoreibi Turel Ahanbi Darul Uloom Mathak. When the police team trying to cordon the house of Md. Ajmir Hussain, suddenly one person ran away from the backside of the house by jumping the bamboo fencing of the house of one Md. Yusuf Ali S/o Md. Karim in a very suspicious manner throwing away some suspicious articles at the courtyard of Md. Yusuf Ali. Then, the police teams chased and detained him. On verification, he identified himself as Md. Ajmir Hussain (32) S/o (L) Md. Fazlur Rahaman of Lilong Haoreibi Turel Ahanbi, Darul Uloom Mathak. Also recovered the suspicious articles i.e., Cigarette Box "Win" he had thrown away. On opening the recovered articles, found some yellowish powder suspected to be Heroin No. 4 inside one transparent plastic container. On weighing the weight of the suspected Heroin Powder in the presence of civil witnesses, it weighed 5.7 grams excluding the weight of the plastic container. As such, he was arrested and seized the drugs by observing formalities from the spot. Hence the case.

Brief of the work done On 2/8/2019 at about 2:00 p.m., on receipt of a reliable information that some drugs/contraband items are going to be transported from Moreh towards Impha] on a passenger Maruti Van, a team of Thoubal police led by Shri O. Wangkhomba, MPS, Dy.SP(CDO), Thoubal along with Women Police under the command of Shri Sachidananda Soibam. MPS. Add1 SP (Ops), Thoubal and under the overall supervision of Dr. S. Ibomcha Singh, MPS, SP Thouubal conducted mobile frisking and checking along NH-102 near Basu Ground Khangabok. During the exercise, one silver colour passenger Maruti Van bearing registration No. WB24Y4172 was stopped on suspicion and the passengers were told to deboard the vehicle along with their belongings. On examination, 4(four) large plastic shopping baskets carrying dry fish were found inside the van in a suspicious manner and the owner who identified herself as one Smt. Khoirom (Ongbi) Sakhitombi Devi (65) W/o Kh. Tomba Singh of Yairipok Keisham Awang Leikai. When the team carefully opened the baskets in presence of civil witnesses, it was found that a total number of 5 (five) soap cases and 30 (thirty) black plastic wrapped packets were kept concealed inside the shopping baskets. All the soap cases and packets were removed from the baskets. On opening, found 5 (five) polythene packets containing suspected Heroin Powder No. 4, weighing about 55 grams and 30 polythene packets containing a total number of 60000 suspected WY Tablets, weighing around 6 kg. The suspected drugs expected to have International market value of around Rupees 41.6 Lakhs were seized from her possession. As such, she was arrested at 4:30 p.m. and seized the drugs by observing formalities. Hence the case.

Brief of the work done On 31/07/2019 at 04:00 p.m, S.I. L. Dhanabir Singh of CDO/TBL reported in writing to OC TBL PS stating that on 31/7/2019 at about 01:20 p.m., received reliable information that some active members of unlawful organization, UNLF are loitering in and around Heirok Bazar area. Acting on the information, a learn of CDO Unit, Thoubal led by Shri Sachidananda Soibam, Addl. SP(Ops), Thoubal, Shri Wangkhomba Okramcba, DSP(CDO), Thoubal assisted by CDO Unit, Moreh under the supervision of Superintendent of Police, Thoubal District conducted search operation over the suspected persons at Heirok Bazar area. During the searching, one unknown person was found standing in a very suspicious manner. Due to his suspicious nature, he was detained for verification. On preliminary verification, the individual identified himself as Saikhom Sarat Singh @ Tomchou (53) S/o. (L) S. Ibobal Singh of Heirok Part-11 Bazar, a S/S Colonel of UNLF. Further, he disclosed that he joined the organization in December, 1986 through one Mr. Khundongbam Tomba Singh @ Pambei (70) S/o (L) Kh. Itocha Singh of Heirok Part-II Bazar A/P Wangkhei Ningthem Pukhri Mapal, who is presently holding Chairman of UNLF at Tonu, Myanmar. He got 45 days basic military training under Army No. 33 of 1 st Batch, 1987 of UNLF at Tonu, Myanmar. As such, he was arrested at 2:00 p.m. of 31/07/2019 from Heirok Bazar by observing formalities. Hence the case.

Brief of the work done On 29/07/2019 at 07:50 p.m., Havildar No. 132001426, Waikbom Amarjit Singh of 1 MR, now attached to CDO/TBL reported in writing to OC TBL PS stating that on 29/7/201 9 at about 04:15 p.m., on receiving a reliable information about the loitering of some active members of KCP (KK Nganba) in and around Thoubal Bazar area, Commandos of district police, Thoubal led by Shri Sachidananda Soibam, Addl. SP(Ops), Thoubal and Inspector, N. Sadananda Singh, OC CDO Thoubal assisted by Sub. K. Ibungobi Singh, in-Charge, CDO Unit Moreh under the supervision of Dr. S. Ibomcha Singh, SP Thoubal immediately rushed to Thoubal Bazar and conducted search of the suspected persons. During the search, one unknown person who was found standing in a suspicious manner at Thoubal Bazar near Parking was detained for verification. On verification, the unknown person revealed that he is a S/S Captain of KCP (KK Nganba) and identified himself as Ningombam Arunkumar Singh @ Arun @ Santosh (47) S/o (L) N. Modu Singh of Ningomthong Bazar. Further, he revealed that he joined the organization KCP (KK Nganba) in the month of June, 2001 through one Mr. Manglemjao Singh @ KK Nganba of Nagamapal, a S/S General Secretary of KCP (KK Nganba) and presently he is working under his command. As such, he was arrested at 05:10 p.m. of 29/07/2019 from Thoubal Wangmataba near Tata Magic Parking. Hence the case.

Ajit Singh, OC Lilong P.S. assisted by A.S.I L. Tikendro Singh of Lilong P.S. under the Supervision, of SP, Thoubal rushed to the house of Md. Mujibur Rahaman and conducted searched. During the searched, 853(eight hundred and fifty three) nos. of Spasmo Proxyvon Capsules was recovered from the possession of Md. Mujibur Raharnan. As such, he was arrested and seized the drugs by observing formalities, Hence the case.

Brief of the work done On 24/07/2019 at about 5:30 a.m.. on receiving a reliable information that Mr. Manoranjan Singh of Thiyam Konjin Sabal Ching Leikai, a member of unlawful organisation KCP is staying at his house, Commandoes of District Police. Thoubal under the command of Insp. N. Sadananda Singh, OC-CDO, Thoubal and under the supervision of Shri Sachidananda Soibam, MPS ASP(Ops), Thoubal immediately rushed to his house and conducted search. During the search, on seeing the Police team, one unknown youth who was trying to flee away from the house of one Tekhellambam Manoranjan Singh in a suspicious nature was detained for verification. On preliminary verification, the individual reveals that he is a member of unlawful organization, KCP and identified himself as Takhellambam Manoranjan Singh (23) S/o. T. Premkumar Singh of Thiyam Konjin Sabal Ching Leikai. He further reveals that he is working under the command of one Mr. Winner of KCP Organization and involved in the extortion from the businessmen. As such, he was arrested at 6:30 a.m. of 24/07/2019. The arrested person is being handed over to O.C. Irilbung P.S. for further necessary action. Hence the case.

Brief of the work done On 23/07/2019 at about 7:30 a.m., OC L1L PS received a reliable information that one Md. Ziaul Haque (28) S/o Md. Abdul Salarn of Lilong Haoreibi Turel Ahanfai Ubakthong Makha is selling illegal contraband drugs at his house for his personal gain. Acting on the credible information, two teams of Lilong P.S. led by Inspector O. Ajit Singh, OC, LIL PS, assisted by A.S.I. Longjam Surchandra Singh of Lilong P.S. rushed to the said house. Then, the police team call out the family members, in that one person who identified himself as Md. Ziaul Haque aged about (28) S/o Md. Abdul Salam of Lilong Haoreibi Turel Ahanbi Ubakthong Makha was came out from the bouse. On searching the house, 1287(one thousand eighty-seven) nos. of SP capsules was found inside one transparent plastic polythine and also found one DBBL gun marked as “HEMRAJ GUN MFRS" bearing No. 12845-13 inside the bedroom near a wooden almirah of the said Md. Ziaul Haque. On asking about the-said DBBL gun, he cannot produce any relevant documents about the gun. On further searching of the house, 135(one hundred thirty-five) nos. of Cough Syrup bottles marked as "DelStal POTENT COUGH SYRUP" containing 10 mg. of contraband Codeine Phosphate per 5 ml.. As such, the accused person was arrested from his house at 8:50 a.m. of 23/7/2019 and seized the recovered items by observing, formalities. Hence the case.

Brief of the work done On 20/07/2019 al 04:30 p.m., S.I. Ramesh Singh of BPR District Police, now attached to CDO/TBL reported in writing to OC LIL PS staling that on 20/07/2019 at 02:30 p.m.. he along with his team was conducted normal frisking and checking along the NH-102 at Lilong Ushoipokpi Bazar near Lilong Chingkham Lamkhai under the command of Shri Sachidananda Soibam. MPS, Add). SP (Ops)/TBL. During the frisking and checking, at about 03:00 p.m. the police team stopped one Maruti Van bearing regn. No. MNQ1G-44Q8 silver in colour plying from Thoubal side towards Imphal. When the police team was about to check the Maruti Van, one occupant suddenly jumped down from the vehicle and tried to run away. On his suspicious nature, the police team chased and detained him at the spot. On verification, he identified himself as Angom Sandish Singh (25) S/o Angom Umabati of Awang Sekmai Parao, Imphal West District. It was also noted that his right palm was fisting and suspected to have been concealing some suspected objects/articles on his right hand palm. On asking, he disclosed that he held some medicines on his right hand palm. Being suspicious, he was ordered to open his right hand palm. When he opened his right hand palm, found one plastic container labelled as RASGOLA having red colour lid. Then, he opened the container in presence of witnesses and Gazette Officer namely Shri Sachidananda Soibam, MPS, Addl. SP(Ops)/TBL and found brown colour powder suspected to be Heroin No. 4 (Opium derivatives). On weighing, it weighed 3(three) grams excluding the weight of the container. On preliminary inquiry, the arrested person disclosed that he is a drug user and he bought the seized drugs from Moreh. As such, the above noted accd person was arrested on 20/07/2019 at 03:50 p.m. and seized the recovered brown colour powder suspected to be Heroin No. 4 (Opium derivatives) from his possession at 03:55 p.m. at the spot by preparing a formal arrest memo and seizure memo. Hence the case.

Brief of the work done On 8/7/2019 at 7:10 p.m., Havildar No. 132001426, W. Amarjit Singh of 1 M.R. now attached to CDO/TBL reported in writing to OC YPK PS stating that on 8/7/2019 at about 4:30 p.m., received a reliable information that some Over Ground Workers of KYKL, an unlawful organization are loitering in and around Yairipok Bazar area. Acting on the credible information, combined team of CDO/TBL and 26 A.R. conducted frisking and checking at Yairipok Bazar near bridge. In that, one unknown person was found movement in a very suspicious manner. Due to his suspicious nature, he was detained for verification. On preliminary verification, the unknown person identified himself as R.K. Robi Singh @ Boby (43) S/o R.K. Shamusana of Wangling Heituppokpi Leikai, an Over Ground Worker of unlawful organization KYKL. Further, he revealed that he works under the command of one Ningthoujam Ngobi of KYKL and he also disclosed that be recruited youths from Wangling areas as members of KYKL and sent to Myanmar for giving basic military training. As such, he was arrested at 5:30 p.m. of 08/07/2019 from Yairipok Bazar near bridge. The arrested person was handed over to Yairipok Police Station for further necessary legal action. Hence the case.

Brief of the work done On 6/7/2019 at 3:00 pm, Jem. Md. Amin Khan, JC No. 843 of 7th MR, now attached with CDO/Thoubal reported in writing to OC TBL PS stating that on 5/7/2019 at about 9:40 p.m., he along with police party of CDO/Thoubal Unit under the command of Inspt N. Sadananda Singh, OC/CDO, Thoubal and under the supervision of Shri Sachidananda Soibam, MPS(Ops) Thoubal were on patrolling at Waithou Lipokpi, During the patrolling, three unknown youths were seen coiming on foot from Lilong side towards Moijing in a suspicious manner and detained for verification and they identified themselves as (i) Md. Amzad Khan (24) S/o (L) Md. Tomba of Lilong PS Maning (ii) Kh. Abdul Sahid (21) S/o Abdur Rahim of Lilong Turel Ahanbi Mathak and (iii) Md. Warish (22) S/o Md. Rahimuddin of Lilong Khongnang Mathak. On their body search, l(one) Samsung mobile handset and l(one) one black polythene bag were detected from the possession of Md. Amzad Khan. On being asked to open the said black polythene bag to check it, he refused to do so. Then searched the said black polythene bag in presence of Gazetted Officer wherein 160 numbers of tablet suspected to be N-10 tablets were found contained inside the black polythene. Accordingly, the above noted accd persons were arrested on the same day at 11:10 pm. 11:20 pm and 11:30 pm of 5/7/2019 from spot by observing formalities and 160 numbers of N-10 tablets which was recovered from the possession of Md. Amzad Khan have been seized by observing formalities at 11:45 p.m... Hence the case.

Brief of the work done On 06/07/2019 at 06:30 p.m.. A.S.I. Th, Rakesh Singh of Narcotic Cell, Imphal East District reported in writing to OC KJM PS alleging that on 06/07/2019 at about 11:00 a.m., a combined team of Narcotic Cell, Imphal East and one team of CDO/TBL along with Women Constables conducted mobile frisking and-checking at Khongjom Bazar under the briefing of OC Narcotic Cell/IE in that one unknown woman was coming towards the northern side where they stood in a very suspicious manner, on seeing their teams, she suddenly changed the direction and tried to flee from the spot. Immediately, the team made a good chase and overpowered her for verification, on spot verification she identified herself as T Tungshang (40) years W/o Yaima of Khulsaibung Part-I, Machi Sub-Division, Chandel. Further, he asked the accused person whether she would like to search her body and her belongings before a Gazetted Officer or before a Magistrate, however she stated that her body search may be conducted by the Lady constable present in their team. Thereafter, in presence of the witnesses, one of their lady constable started checking the belongings i.e. carry bag blue in colour and found l(one) polythene packet inside the bag and one keypad Mobile Handset(Lemon). On opening the packet the police team found muggy blackish colour stuff with bad smell suspected to be Opium (kani), so using the testing kit the muggy blackish colour stuff was tested and could be confirmed as Opium (kani). On weighing by using weighing scale, it weighed to be 830 grams. Accordingly, the said articles were seized from the possession of the accused person by preparing a formal weighing and seizure memo at 1:10 p.m. and she was also arrested at 1:20 p.m. from the spot by observing formalities. Further, on preliminary examination of the accused person, it was revealed that the seized Opium was bought from one unknown person of Tengnoupal at the rate of Rs. 1,20,000/- to sell it to the interested persons. The arrested accused person along with the seized articles were handed over to KJM P.S. for further formalities. Hence the case.

Based on the information, Inspector.Md,Salauddin along with a team of Thoubal District Police led by Addl.SP(L/O)/TBL, SDPO/TBL, OC/L1L-PS(P) rushed to The area and conducted search the aforementioned house. During the search, the police team detected three vehicles i.e., (i) one Beat-LT bearing registration No. WB26K-9688(Perrot green in colour) (ii) one Maruti Alto-LXI bearing registration No. MNO1X-0301(Dark blue in colour) and (iii) one Vespa moped bearing registration No. M.NO1 AC-5540(Red in colour) which have no proper documents and accordingly the said vehicles were brought to Lilong PS for proper verification. However, Md. Rafi was not found at his house at that point of time. On verification, two of the vehicles (i) two wheeler Vespa moped bearing registration No. MNOlAC-5540(Red in colour) and (ii) Beat-LT bearing registration No. WB26K-9688 (Perrot green in colour) has valid documents, hence as and when it'll be handed over to the real owner whereas the other one vehicle Maruti Alto-LXl bearing registration No. MNOlX-0301(Dark blue in colour) are highly suspected to be stolen vehicle. Brief of the work done On 15/07/2019 at 07:45 p.m., registered a suo motto case that on 15/07/2019 at about 06:30 p.m., received an information from a reliable source that some unknown persons suspected to be habitual vehicle lifters/hijackers have gathered along the IVR of Lilong Tamyai area with an ulterior motive for selling/disposal of the stolen vehicles. Immediately, SI Md. Wakibuddin of LIL PS along with police personnel of Lilong PS rushed at Lilong Tamyai near Ushoipokpi Bazar. As soon as, the police team approached at the spot, some unknown persons were seen moving at different directions. Then, the police team cordoned and searched every nook & cranny. Afterwards, one blue in colour Honda Activa 40, bearing registration No.MNO7-1482, Engine No.JF50ET5406150, Chassis No. ME4JF507HHT400091 suspected to be stolen was found at the roadside of Lilong Tamyai near Ushoipokpi Bazar and fled away the lifters in the darkness. Immediately, the police team pursued them but in vain. The vehicle abandoned there after the lifters had stolen from an unknown place. The same vehicle was seized by preparing a formal seizure memo in presence of the witnesses at 7:20 p.m. and brought to LIL PS. Hence the case.

Sitaranjit Singh, MPS(P) i/c OC, YPK-PS under the supervision of Shri M. Bishworjit Singh MPS SDPO/TBL i/c SDPO/YPK have rushed to the spot. On reaching to the spot, one unknown person was found in a suspicious manner by holding a black polythene at the courtyard of Mrs. Thoibi (35) W/o Md. Deepak of Yairipok Singa Heirong Leirak. On seeing the police personnel, the unknown person was trying to escape from the spot. The Police team chased and detained him for verification. On verification, he identified himself as Md. Dilip (26) S/o Md. Nashimuddin of Yairipok Singa Mayai Leikai. On his body searched in presence of Shri M. Bishworjit Singh MPS, SDPO/TBL i/c SDPO/YPK, 272(two hundred and seventy-two) nos. of blue capsules suspected to be Spasmo Proxivon(SP) and 82(eighty-two) nos. of pink tablets suspected to be W.Y. tablets were found containing in the black polythene. On preliminary questioning, he revealed that he was engaged in selling the drugs to his customers. Further, he also stated that the drugs which were found from his possession belong to Mrs. Thoibi (35) W/o Md. Deepak of Yairipok Singa Heirong Leirak. Mrs. Thoibi (35) W/o Md. Deepak of Yairipok Singa Heirong Leirak supplied the drugs lo him for selling to the customers for wrongful gain. As such, the accused No. 1, Md. Dilip was arrested at 4:15 pm of 30/6/2019 and seized the articles by observing formalities and the accused No. 2, Mrs. Thoibi was also arrested at 1:20 pm of the same day. Hence the case.

On receipt of the information, a combined team of Thoubal Police Station and CDO/TBL team including women police rushed to the said house. In that, one suspected person who was available at the house was detained for verification and identified himself as Aribam Aziz @ Ajit (31) S/o Aribam Ibomcha of Sangaiyumpharn Cherapur Mathak Leikai. Then, the police team gave an option to check in presence of an executive magistrate or Civil witness or Gazetted police officer. Then, he opined to search his body and belonging in presence of a Gazette Police Officer. On checking the body and belonging of Aribam Aziz, the police team detected 3(three) blue packet containing suspected contraband WY tablets weighing 55 grams without the weight of packet (when weighed by using weighing balance) and another cement bag containing 30 (thirty) nos. of RC Kuff (cough syrup) of 100 ml. were kept concealed under the bed and one vehicle Honda Civic bearing registration No, HR26AE-8813 which was used in the transportation of contraband drugs by the above accused person. On choking and opening three blue packet of WY tablets, found one blue packet containing 200 nos. of inspected WY tablets, one blue packet containing 200 nos. of suspected WY tablets and another one blue packed containing 150 nos. of suspected WY tablets. While trying to observe the formalities, the accused person along with his family member and local people started storming towards the police personnel and thereby obstructed the police personnel on duty and further they form an unlawful assembly. The police party who were on duty confronted the unruly mob. The unruly mob started pelting stone towards the security personnel and slinging catapults. The unruly mob managed to escape the accused person from the spot. The police personnel also fired some round of tear smoke shell. As the situation become bad the above items were brought to Thoubal Police Station for further formalities. under the supervision of Superintendent of Police, Thoubal District were on patrolling and checking of
suspected vehicles and passer-by at Yairipok Ngamukhong near suspension bridge. During the patrolling and checking, l(one) unknown person was seen corning on foot from Tera Urak side towards
Ngarnukhong in a very suspicious manner. Due to his suspicious nature, he was detained for checking and
verification. On verification, the unknown person identified himself as Winnerson Keishing (37) S/o Paul Keishing of Keihao Village Kangpokpi District. When the police team tried to check his black in colour
leather carrying bag, he was reluctant to cooperate saying that only eatable items and clothes were inside it. As his behaviour became more suspicious, he was suspected to have kept contravene items and gave him the option whether he and his belongings be searched in presence of a Magistrate or a Gazetted officer or any civil witnesses, where he opted that he and his belongings may be searched in presence of any independent witness. In presence of Shri Sachidananda Soibam, MPS, Addl. SP(Ops) Thoubal,
conducted a thorough checking of his bag. On checking his leather carrying bag, found one black
polythene suspected to contain psychotropic opium packed in two different plastic packets marked as Sweet Toast and Saajan Tobacco inside it. On further verification, he disclosed that the psychotropic
substances suspected to be opium were brought to deliver to one Shinglungleng of Irong at the rate of Rs.
70,000/-(seventy thousand) only per kg. On weighing the suspected opium which is containing in the plastic packet marked as Sweet Toast in presence of the GO and found l(one) kg without the weighed of the container. Further, on weighing the suspected opium which was containing in the plastic packet marked as Saajan Tobacco in presence of the GO and found l(one) kg without the weighed of the
container. As such, he was arrested at 01:30 p.m. of 28/6/2019 and seized the recovered items and black
in colour leather carrying bag from his possession at 01:50 p.m. from Yairipok Ngamukhong near suspension bridge by observing formalities. Hence the case.

Brief of the work doneOn 25/6/2019 at about 11:30 p.m., acting on reliable information that some drug seller/buyer were moving at Lilong Turel Ahanbi, a team of Lilong P.S. led by Smt. K. Sunderbala Devi, MPS(P), i/C O.C. Lilong P.S., rushes to Lilong Turel Ahanbi Kaleikhong Makha and conducted frisking and checking of the suspected persons. In that, one green in colour A-Star Car, was stopped and the two occupants of the car were detained for verification. On their body search, 7(seven) numbers of cough syrup bottles containing Codeine Phosphate 10 % were recovered. On preliminary examination, they identified themselves as (1) Md. Sabi Ahamed (27 yrs.) S/o Suleima of Lilong Ushoipokpi Tamyai and (2) Md. Hassan (25 yrs.) S/o Md. Abdul Gaffar of Lilong Ushoipokpi Tamyai and they disclosed that the cough syrups were purchased from one Md. Riyajuddin (40 yrs) S/o (L) Md. Serajuddin of Liong Turel Ahanbi Mathak. In the follow up action, O.C. Lilong P.S. assisted by members of ALADA, Lilong rushed to Lilong Turel Ahnabi and raided the house of Md. Riyajuddin and 57 numbers of cough syrup bottles were recovered from his possession. On examination, Md. Riyajuddin disclosed that the cough syrups were purchased from one Md. Abdul Rajak of Porompat Muslim Leirak No. 2. In further course of follow up action, Shri M. Bishworjit Singh, MPS, SDPO, Thoubal, Smt. K. Sunderbala Devi, MPS(P) O.C. Lilong P.S., Inspector, 0, Ajit Singh, regular O.C. Lilong P.S. and two teams of Narcotic Cell, Imphal East rushed to Porompat and raided the house of Md. Abdul Rajak and recovered 3980 numbers of SP Capsules, 150 numbers of N-10 Tablets and 45 bottles of Cough Syrup from his possession, l(one) .32 Revolver along with 6(six) live rounds of .32 ammunition, l(one) SBBL gun, a sum of Rs. 5,54,7007-(five lakh fifty-four thousand and seven hundred only) and 2(two) mobile handsets were also seized from his possession. On examination, Md. Rajak identified himself as Md. Abdul Rajak (45) S/o (L) Md. Abdul Manan of Porompat Muslim Leirak No. 2 and he disclosed that he was dealing in supplying of illegal drugs. As such, they were arrested at 12:30 a.m. and 9:00 a.m. of 26/6/2019. Hence the case on suo-motu.

Arif Khan (28) S/o Md. Sahabudin of Darul Uloom Mathak, Lilong Haoreibi Turel Ahanbi. On his body search and checking his belongings, one black colour polythene bag was detected from him. On opening the black colour polythene bag in presence of Shri O. On preliminary verification, the unknown person identified himself as Sagolsem Nongyai @ Naoba Meitei S/o S. Manao Meitei of Langathel Kangjiebung Leikai, an active member of KYKL, an unlawful organization. Further, he disclosed that he joined KYKL in September, 2017 through one Sagolsem Sanatomba Singh of Langathel Kangjeibung Leikai and he got 45 days basic military training at Dhaka, Bangladesh under Army No. 019. The complainant further reveal that the above noted accused person had recruited one person namely Ningthoujam Abe Devi D/o N. Ukil Singh of Samaram Mayai Leikai, Thoubal District to their outfit KCP(Noyon) group. The arrested person along with the seized items are handed over to OC KJM-PS for further formalities. During the frisking and checking, one unknown youth was found in a very suspicious manner. Due to his suspicious nature, he was detained for verification. On preliminary verification, he identified himself as Ningthoujam Kiran Meitei @ Boinao (24) S/o N. Ichouba of Khangabok part-Ill, Lamlong Tangkha Leikai, an active member of PREPAK. He further disclosed that he joined the organization in March, 2012 through one Late Atrani of Khangabok. He got 45 days basic military training at Tanan Training Centre, under Army No. 3906238 of 3th batch. After completion of training, he was promoted to Corporal worked under S/S Lieutenant Shanti of PREPAK. In that, 2(two) unknown youths were found in a very suspicious manner. Due to their suspicious nature, they were detained for verification. On preliminary verification, they identified themselves as (1) Mayanglambam Nimaichand Meitei @ Panganba (22) S/o M. Thoi Meitei of Umathel Awang Leikai Kakching Khunou and (2) Mutum Ranjan Meitei @ Lamjing (18) S/o M. Deban Meitei of Yairipok Chandrakhong Mamang Leikai, an active members of KYKL. On further verification, accused No. 1 disclosed that he joined KYKL on 09/09/2018 through one Yaima Meitei and got 70 days basic military training at Tenan. Myanmar under Army No. 006 of 38th batch of KYKL. On further verification of accused No. 2, he disclosed that he joined KYKL on 25/09/2018 through one Naorem Mangang and he got 70 days basic military training at Tenan, Myanmar under army No. 009 of 38th batch. As such, they were arrested on 20/5/2019 at about 4:00 p.m.. Hence the case.

During the search, one unknown person was found standing at Thoubal Bazar near bridge in a very suspicious manner. Due to his suspicious nature, he was detained for verification. On preliminary verification he identified himself as Chingakham Surchandra Singh @ Chingkheimacha (36) S/o Ch. Leirenjao Singh of Andro Awang Leikai, a member of UNLF. He further disclosed thai he joint UNLF in October 1999 through one Sanatomba and he got three months basic military training at Sajik Tampak training centre of UNLF under army No. 1193 of 19th batch. After completion of training he was posted at the said training center and worked under the command of S/S 2nd Lieutenant Chaoba of UNLF. Ningthou Singh of Tentha Khongbal vide GD No. 17/TBL-PS/2019 dated 05-04-2019 in that on 03/04/2019 at 9:00 p.m., two unknown persons halted Maibam Nabadwip Singh on the way while he was returning home from Khangabok side towards Tentha by riding one Bajaj XCD-125 Bike bearing registration No. MNO1R-4683 at Sangaiyumpham Moirangpali near Chekon (Brick farm) and the two unknown persons exhorted the following items from him i.e. (1) MI Redmi Note-5 hearing IMEI Nos. 864940044392142 and 864940044392159 worth Rs. 12500/- (2) MI Redmi Note 6 Pro bearing IMEI Nos. 868932033315339 and 868932033315347 worth Rs. 13,500/- and (3) 25 sans Gold worth about Rs. 2.16300/- total approximate value of the extorted items arc Rs. 2,42,300/- only from Maibam Nabadwip Singh. Hence. registered a G.D. entry and endorsed to A.S.I. W. Boboy Singh of Thoubai PS for enquiry. During the course of enquiry, examined the complainant where the two unknown youths extorted the above articles on 03-04-2019 at around 9:00 pm. In this regard a letter has been sent for providing CDR of the above mentioned IMEI nos. of the extorted mobile handsets to the Nodal Officer. Law-full Interception Unit. Manipur Police Department on 16th April 2019 vide memo No. 609/TBL-PS/2019 dated 16/04/2019. On receiving the CDR from the Law-full Interception Unit and on enquiry of the CDR, the two individuals were identified as (1) Md. Warssh Khan 20 yrs S/o Md. Amu of Kwakta Moronglok, Bishnupur, District A/P Sangaiyumpham Pt-Il Karanchi and (2) Md Mansoor 22 yrs S/o Muhamad Khan of Sangaiyumpham Pt-II Karanchi and they have revealed thai nn 03/04/2019 at around 9:00 pm they have extorted/snatched the above mentioned items from the complainant at Sangaiyumpham Moirangpali near Chekon (Brick farm). It is therefore, they were ambled on 02/05/2019 at 6:00 pm for further legal proceedings against them and two snatched mobile handsets i.e. (1) MI Redmi Note 5 bearing IMEI Nos. 864940044392142 and 864940044392159 and (2) Ml Redmi Note 6 Pro bearing EMEI Nos. 868932033315339 and 868932033315347 were also recovered from the possession of accused 1 and seized at 6:10 pm on the same day. After completion of basic military training, he war posted to 704 Battalion of PREPAK and worked under the command of Major Chamba S/S General 2 of Army Staff. In the year 2015, he was transferred and posted at Signal Section of Tanan Camp and worked under the command of one Lt. Rocky. Further, he revealed that he joined UNLF organization in May, 2006 and got three months basic military training under Army No. 4681 of 28th batch. Further, he revealed that in August, 2014, he was promoted to the rank of 2nd Lieutenant of the organization. In such circumstances, he was arrested at 9:35 a.m. of 15/04/2018. Brief of the work done On 14/4/2018 at about 4:15 a.m., receiving a reliable information that one Elangbam Kesho @ Priyo, an active member of KCP was sheltering at the above PO, combined team of CDO/TBL & 26 A.R. under the supervision of SP-TBL rushed to the PO and conducted search operation and arrested the accd. Elangbam Kesho @ Priyo and recovered one KECHAODA KO2 mobile handset along with one SIM Card bearing mobile No. 9612914807 for being an active member of KCP(MJC). On preliminary verification, he revealed that he joined the KCP organization through one Thokchom Arun Singh of Heinoubok in 2016 and worked under his command. He was arrested by CDO/TBL in November 2016 for involvement in extortion of money as party fund and remanded into judicial custody. After releasing him from jail, he again joined KCP(MJC) in the last week of March 2018 through one Thouba @ Naobi @ Yambung, S/S President of KCP(MJC) and working under his command. Further, he disclosed that Yumnam Mani Singh @ Nanao @ Telheiba (39) S/o (L) Kumar Khansa of Thoubal Khong Ahanbi and Lelkhohao Haokip @ Haopu (37) S/o Letkhojang of N. Molten Village A/P New Checkon Pureiromba Khongnangkhong assisting him to collect money from general public as well as transportation of arms and ammunitions from one place to another place. Hence. Elangbam Kesho Singh was arrested at 6:30 a.m. of 14/4/2018 from Phoudel Mayai Leikai and seized the recovered mobile handset along with SIM card by observing formalities. On the follow up action, Yumnam Mani Singh @ Nanao @ Telheiba, an active member of KCP(MJC) was arrested at 7.30 a.m. of same day (14/04/2018) from Tangjeng near stone crusher and also seized one KECHAODA KO2 mobile handset along with one SIM card bearing mobile No. 8473 906 158. On the further action, Lelkhohao Haokip @ Haopu was also arrested at 11:05 a.m. on the same day (14/04/2018) from Sugnu near Napat bridge and recovered 2(two) pistols, i.e., l(one) 9 mm pistol with magazines and l(one) .32 pistol with magazine loader with 4(four) live rounds of .32 ammunitions and 2(two) mobile handsets, i.e.. l(one) MI mobile MD16 having Jio SIM card bearing mobile No. 8837 047 248 and l(one) Samsung GT-EI200Y having SIM card bearing mobile No. 7629 001 294 from his possession and seized the recovered items by observing formalities. On verification, he identified himself as Chingakham Lemba @ Momon Meitei 41 yrs. S/o Late Ch. Amuba Meitei of Andro Khoibu A/P Heirok Part-III Inganglok. On his body search, l(one) Samsung mobile phone handset model No. Samsung J1 having 2(two) SIM cards i.e. 1(one) AirTel bearing mobile No. 9862593041 and l(one) Vodafone bearing mobile No. 9774523740 were recovered from his possession. On preliminary verification, he disclosed that he is a member of RPF/PLA and he joined the organization in September, 2015 and he further disclosed that he was involved in the recruitment of youths for the organization from Andro area and sent them for training in Myanmar. As such, he was arrested at 9.30 a.m. of 30/06/2018 from his house and seized the recovered mobile phone along with the SIM cards. was detained for verification. On verification, the unknown driver as the Alto car identified himself as Md. Imiiyas Khan (17) S/o Md. Riyajuddin of Kiyamgei Mayai Leikai and disclosed that he is a gang member of vehicle lifter. As accused being minor, the complainant Hav. No. 1299091,Firoj Khan of CDO/TBL requested the Juvenile Police Unit, Thoubal to be present in the following proceeding. The Sub-Inspector of Police, S. Jameson Singh, Juvenile Welfare Officer, Juvenile Police Unit. Thoubal have arrived at the spot. On his arrival, the accused was further questioned and further disclosed that he was involved in lifting of many vehicles from different areas of Imphal area along with Islau Rahaman and Ajmal of Lilong Khunou and they use the Alto car while they were lifting the vehicles. On demanding the relevant documents of the Alto car, he could not produce its relevant document and suspected to be a stolen one. As such, the accused was arrested along NH-

Due to the suspicious nature, the car was stopped for checking and on checking. 2(two) persons were found and detained for thorough search of the car and their body. On searching of one person, 1(one) 9mm Pistol marked as "Made in USA", loaded with 2(two) live rounds of 9mm ammunition in the magazine was found from the right waist line of his body. On further examination, documents of the vehicle was not found in the vehicle. On questioning, the unknown person identified himself as Md. Wajid Khan 28yrs. S/o Md. A/ad Khan of Lilong Mairenkhun. He further disclosed that he is involved in lifting vehicle from the-different areas of Thoubal and Kakching District. On through search of the other unknown person, one Duos, FM-Radio, SAMSUNG mobile phone handset having IMEI Nos. 359961081262743/01 & 359960081262745/01 with 2(two) Airtel SIM cards having Mobile Nos. 8415940345 & 9612714242 were found from his left side pant pocket. On questioning, the unknown person identified himself as Md. Muslak 24 yrs of Lilong Hangamthabi. He further disclosed that he is also involved in lifting vehicle from the different areas of Thoubal and Kakching Districts. From his instance, one Honda Activa 3G, Trance Blue in colour, Engine No. JF50E-8-3194928 and Chassis No. MF4JF505GG8194878 was recovered from his house. As such, the individuals were arrested at 12:40 p.m. and 12:45 p.m. respectively and seized the items. Hence a case registered under FIR No. 93(6)2018 TBL PS U/s 379/34 IPC & 25(1-c) A. Act.

Brief of the work done On 2/12/2018 at 10.53 p.m., received a specific information that some vehicle lifters were loitering in and around Lilong Haoreibi Makha Leikai. Acting on the information, CDO/TBL had informed to Sr. Officer and then a team of CDO/TBL in assisted with ASI Md. Tamijur Rahaman of LIL PS immediately rushed to Lilong Haoreibi Makha Leikai. Accordingly, one Yumkhaibam Mirza Khan (35 yrs.) S/0 Sahidur Rahaman of Lilong Makha Leikai was arrested and also seized one red colour Honda Activa 4G, registeration number – Nil, Engine No. JF50E75037534, Chassis No. ME-4JF507CH037546 from his possession. In the meantime, another two accused persons namely, Md. Islau Rahaman (22yrs.) S/0 Md. Abdul Hakim of Lilong Haoreibi Makha Leikai and Md. Feroz S/o unknown were escaped from the area. On questioning, the arrested accused person revealed that they are the habitual vehicle lifters/hijackers and said Honda Activa was also stolen with his associates and kept concealed. Hence the case.

In that, the accused person was arrested from his house and recovered the following articles (1) One country make carbine with empty magazine (2) 4 (four) empty cases of 7.62 mm ammn. (3) 4 (four) empty case of 12 (twelve) bolt ammn. (4) 2(two) pieces of lead weighing 1.25 kg. (5) 50(fifty) grams of gun powder contain in a plastic container marked as Zidovudine 300 white bottle and (6) one Kachaoda mobile handset model A8 along with two SIM Cards bearing mobile Nos. (1) 9856872445 and (2) 8118902326 from his possession. On questioning, he disclosed that he is a member of gang. As such, he was arrested and seized the recovered items by observing formalities. He further disclosed that, he joined the organisation in August, 2008 through one Kishan and got 60 days basic military taining at Eastern Nagaland under Army No.344. As such, he was arrested at 9.15 a.m. of 14.12.2018. Hence the case.

On examination, the individual reveals that he is a bailout member of UNLF and identified himself as Changammayum Badalkumar Singh @ James 42 yrs. S/o (Late) Ch. Tomba Singh of Athokpam Awang Leikai. Further , he disclosed that he joined UNLF organization in August, 1994 through one S/S Sergeant Major of UNLF, Chinglen of Thoubal Haokha. As such, he was arrested on 31/12/2018 at about 1.45 p.m. from Athokpam Bazar near DC gate and handed over to TBL PS along with seized articles. Hence the case.

The accused person had managed to good escaped by taking advantage of bushes. In the nick of time, receiving a reliable information that the above accd. person would leave Imphal for New Delhi by air on the same day, the complt's team chased the accused person towards Imphal International Airport and arrested the above noted accused person and identified as Md. Moshin (20) S/o Md. Noorjaman of Lilong Haoreibi Awang Leikai and seized the belonging articles of the accused person. Afterwards, the complt's. team brought the arrested accused person along with seized articles and handed over to LIL PS.

Brief of the work done On 4/7/2016 at about 5.25 pm, a gang of six persons equipped with knives on their hands robbed HDFC Thoubal Branch and taken away a sum of ₹ 87,70,805/-(Rupees Eighty seven lakhs seventy thousands eight hundred and five only) in cash and items of gold ornaments worth about 1,17,18,100/-( Rupees One Crore Seventeen Ilakhs eighteen thousand and one hundred only). Hence a regular case registered under case FIR No. 83(7)2016 TBL PS U/s 447/392/506/34 IPC. On course of investigation, team of District Police Officers comprised of SDPO-TBL, SDPO-YPK, OC NSK PS led by Addl. SP(L & O), Thoubal arrested 15(fifteen) co-accd gang members in c/w the reference case and seized l(one) Pulsar Motorcycle and 2(two) Honda Dio scooters which were used to rob the bank. It may also be mentioned that a Press briefing was held on 12/7/2016 at about 6.00 p.m. in the Office Chamber of Sr. SP/Thoubal in which Media persons were present and all the recovered items of Rs. 17,06,840/-(Rupees Seventeen lakhs six thousand eight hundred and forty only) and gold ornaments weighing about 4.697 kg were displayed during the Press Briefing Hectic effort is being taken up to affect the arrest of main accd. Mutum Gandhi and to recover the remaining stolen items and cash by contacting own sources.

Brief of the work done On 18/3/2016 at about 10.35 pm., one Smt. Chingakham (O) Hemtombi Devi (42) W/o Ch. Birachandra Singh of Andro Torongthel has reported with OC YPK PS stating that on the same day at about 7.30 p.m., her daughter namely Ch. Nganthoi Devi (16) who was residing in the hostel of Yairipok Aided High School for appearing Class X examination, 2016 was molested by a warden of the said hostel namely Keisham Ibohanbi Singh (61) S/o (L) K. Ningthemjao Singh of Yairipok Bishnunaha near Yairipok Bazar taking the advantage of loneliness and a case under FIR No. 9(3)2016 YPK PS U/s 6 POCSO Act, 2012 has been registered for investigation. Further, on 19/3/2016 the villagers of Andro including male and female numbering about 200/300 created a mob on sudden provocation and proceeded towards the house of the accused person for destroying the house of said accused person. In the meantime, the police team of Yairipok P.S. including CDO/TBL Unit have dispersed the said mob in time without any casualty on both sides and come to normalcy there.

Brief of the work done A case FIR No. 26(2)16 KCG PS U/S 302/34 IPC was registered, on 28/02/2016 based on an enquiry report submitted by SI O. Inaobi Singh of KCG PS, that on 25/02/2016 one unidentified male dead body was found at Loushi Khongjao. On enquiry of the U.D. case No. 3/KCG-PS/2016, foul play was suspected and sources revealed that the deceased was assaulted by unknown persons. The IO Shri Satyaam Takhellambam assisted by SI Th. Joy Martin, SI H. Haokip and SI O. Inaobi Singh, after hectic efforts, make a breakthrough and arrested 4 accused persons, who admitted the offence. They were remanded into Judicial custody. The role played by P/C No.0908433 H. Sitaljit Singh and P.C No. 0605002 Y. PriyoKumar Singh of KCG P.S, by way of giving important source report was commendable. The deceased was identified as Md. Rafique 16 yrs.. S/o Md. Abdul Abdullah of Sora Ching Wangma. It was due to the prompt action taken up by the officers and men that the case was cracked on time and arrest of the accused persons. Thus preventing the family of the deceased and the local people from launching various forms of demands/bandhs.
