BRIEF HISTORY:
The Manipur Police Training College, Pangei was established on 2nd January, 1967 as a Police Training Centre with Shri W.Damudor Singh, IPS(Retd. Inspector General of Police) as its first Officer In-Charge. The Training Centre was upgraded to the status of a training School on 22/10/1972 and the officer In-Charge designated as Principal, MPTC which was again re-designated as Director, MPTS on 05/01/2005. The Manipur Police Training School has subsequently been upgraded to the status of a College on 23/09/2009.

Located at 12 Kms. North East of Imphal Pukhao Road in Imphal East District of Manipur covering 103 acres of land the training college which was earlier imparting training only to the jawans of Manipur Rifles are now over the years imparting Training to Civil Police Constable/Jail Warders/Assembly Security personnel/Wireless staff in addition to the jawans of Manipur Rifles and IRBns.
Organisational Structure
The Manipur Police Training College is presently headed by Ms. R.K. Tutusana, IPS, DIGP as Dy. Director, & i/c Director. Two Assistant Directors out of 7 sanctioned posts namely Shri A.K. Jhalajit Singh IPS and Shri Lenin Lamabam , MPS are posted at the Training College. One Addl. Supdt. of Police, Shri I. Chitaranjan Singh, MPS is posted at MPTC, Pangei. Besides the G.Os the Training College is manned by 06 Inspectors, 25 Subedars, 19 Jemadars, 102 Havildars, 260 Riflemen, 06 Head Constables, 4 Drivers Constables and 38 followers.

The instructors and staffs of MPTC are also sent for training outside the State. Many instructors have been trained in various fields like P.T. and Drill, Weapons and tactics, Jungle training and Warfare, Anti-riot and mob control, Bomb disposal course, Drivers maintenance course, Disaster management Course, etc.

Activities
Manipur Police Training College, Pangei in collaboration with NCRB (MHA), New Delhi conducted a 3 (three) days training programme on “Data Centre, Project & Application Management” w.e.f. 12th November, 2018 to 14th November, 2018. The training programme was graced by Shri. P. Doungel, IPS, Addl. Director General of Police
(Trg), Nodal Officer, CCTNS, Manipur. Among the senior police officers present were Shri. A.K. Jhalajit Singh, IPS, Asst. Director, MPTC, Pangei and Ms. Joyce Lalremmawi, MPS, Supdt. of Police (CID-CB), Manipur. 30 (thirty) participants of various ranks of the Manipur Police Department took part in the training.
The College under the aegis of National Human Rights Commission, New Delhi organised an Annual State Level Debate Competition on Human Rights for the State Police personnel at 1st MR Banquet Hall on 4th December, 2018. The topic of the debate was “Respect of Human Rights is a Precondition for peace and Development of Manipur”. Police personnel from different Districts/Units, MR/IRBn of the State took part in the competition wherein different views and opinions for and against the topic was expressed and shared.
The 3 (three) Police Officers/Personnel who came up triumph in the Debating were Shri. P. Shanker Singh, MPS, SDPO, Kakching secured 1st Position, Shri. Th. Sanatomba Singh, MPS, SDPO, Jiribam secured 2nd Position and Sub-Inspector James Lianjangou Vaiphei of Churachandpur District Police secured 3rd Position. 19 (nineteen) participants in all participated in today’s Debating Competition.
Shri. Rajeev Sabarwal, IPS, Joint Director (BC & R), SVP National Police Academy, Hyderabad visited MPTC, Pangei w.e.f. 6/12/2018 & 7/12/2018 for counselling the IPS Probationers of 70 RR (2017 Batch) who were attached with the College for 5(five) Weeks as part of their District Practical Training.

A one day awareness programme on Protection of Children From Sexual Offenses Act- 2012 (POCSO) was held on 13/12/2018 at MPTC, Pangei in collaboration with Department of Psychiatry (DOP), JNIMS, Porampat, Manipur, where around 40 (forty) participants (including female officers) of various ranks of the Police Department took part in the awareness programme.
A book titled “Facilitator’s Module for Police Personnel on Protection of Children from Sexual Offences” was also released by the respected Director, MPTC, Pangei Ms. R.K. Tutusana, IPS on the occasion.
The training institute has till date imparted training to 30,943 recruits/ cadets of Civil Police(Male/Female)/ Manipur Rifle/Jail Warders/Assembly security personnel/ Wireless Staff / CMTW Staff / BSF /Home Guard /Followers/ Excise Department/ Motor Vehicle/ India Reserve Battalion/ India Reserve Women Battalion/ 301 SPOs and 1550 VDF. Further the first batch of 175 numbers of Direct Havildars of Manipur Police passed out from MPTC on 12/11/2012. For the first time in the history of MPTC, Pangei have imparted basics training to 368 Cadets SI & ASI and successfully passed-out on 21st March 2016.
51 (fifty one) Security Personnel (including two ASI’s), of Manipur Legislative Assembly Secretariat passed out from MPTC, Pangei on 17/07/2017 on completion of 3(three) Months Basic Training.

In addition to the basic training, various in–service courses and refreshers courses like counter insurgency course for Manipur Police Commandos, refresher courses for Women SI/ASI/HC & Constables , MP 5 Courses for the guards and escorts of VIPs, P.T.I Courses, Intensive Crowd Control Course are conducted at MPTC from time to time. Further, Disaster management courses were also conducted at MPTC in collaboration with the Relief and Disaster Management Department, Govt. of Manipur and 1st Battalion NDRF. The training institute also conducts Probationary attachment for the newly inducted IPS officer and MPS Officers.
MPTC, Pangei is also imparting specialized in-service courses like 1(one) week 5.56mm Ex- Calibur rifle, 1(one) week extensive handling/firing 5.56mm AMOGH Carbine for the personnel Manipur Police, on rotation basis. The college also organizes capacity building BD/C-IED training/course in collaboration with NSG on yearly basis. This year i.e. 2017, the BD/ C-IED course with collaboration with NSG with 45(forty five) nos. of participants / personnel from various Units/Districts of Manipur Police was conducted at MPTC, Pangei w.e.f. 08/05/2017 to 03/06/2017.

Besides the regular courses, special sensitization programmes are also held from time to time in topics and issues of social relevance like HIV and AIDS awareness programme, International Humanitarian laws & human rights and Human Rights Sensitization Programme, Gender Sensitization Programme, 1(one) day interaction on ‘Gender Sensitive Best Practices , capacity building and implementation programme with the representatives from Centre Based NGO( New Delhi), Awareness programme on Juvenile Justice, Blood Donation awareness programme etc. In collaboration with the Manipur State Women’s Commission and Manipur Huiyel LallongThang Ta Cultural Association, a martial Arts centre, MPTC has also organized Women’s Self Defence Programme during the basic training of the 863 nos. of Women Police constables. The Training College is also imparting CCTNS training to the personnel of Manipur Police Department.

The training Centre with its vast expanse of playing fields are also nurturing the sporting talents of the Manipur Police Sport Club especially the MPSC football players and the Kabaddi players who have brought many laurels for the Police Department.

In addition to the existing infrastructure new construction are in progress for Water Supply Scheme, Type III Qtrs. (G+2) for Inspector/Subedar/Jemadar, Type IV Qtrs. (G+1) for GO’s, Type V Qtrs. (G+1) for Joint Directors, Kitchen Cum Dining Hall for JCO’s – Capacity 35, Kitchen cum Dining Hall for Trainees-Capacity 200, Indoor Shooting Range with moving target, Accommodation-cum-Dining Hall for Officer’s (GOs) Trainees.

Raising Day:-
As MPTC was raised on 2nd January, every year 2nd January is celebrated as the Raising Day. Further Manipur Police Raising Day is also celebrated by sending March Pass Contingent of MPTC, Pangei every year.
