BRIEF HISTORY:
The Manipur Police Training College, Pangei was established on 2nd January, 1967 as a Police Training Centre with Shri W. Damudor Singh, IPS(Retd. Inspector General of Police) as its first Officer In-Charge. The Training Centre was upgraded to the status of a training School on 22/10/1972 and the officer In-Charge designated as Principal, MPTC which was again re-designated as Director, MPTS on 05/01/2005. The Manipur Police Training School has subsequently been upgraded to the status of a College on 23/09/2009.

The College, located about 12 Kms. from the Capital along Imphal Pukhao Road in the north east part of Imphal East District, Manipur measures an area of 81.30 acres of land with training capacity of 1,240 personnel. Further, a Subsidiary Training Centre (STC) is located at Jarolpokpi, Jirbam (110.001 acres) with training capacity of 1,000 personnel. The college has a firing range at Wairiching measuring about 97.29 acres of land. The training college was earlier imparting training only to the Jawans of Manipur Rifles. But in recent years has also been imparting training to Sub-Inspector (Male), Sub-Inspector (Female), Jemadar, Assistant Sub-Inspector (Male/Female), Head Constable (Male), Civil Police Constable (Male/Female), Jail Warders, Assembly Security personnel and Wireless staff besides the Jawans of Manipur Rifles and IR Bns.
The College has till date imparted training to more than 31,000 (thirty-one thousand) recruits/cadets of Civil Police (Male/Female), Manipur Rifle, Jail Warders, Assembly Security personnel, Wireless staff, India Reserve Battalion, Special Police Officers (SPOs), VDF, etc. Further, the Training College produced the first batch of 175 Direct recruited Havildars and 378 Assistant Sub- Inspectors (ASIs) of Manipur Police on 12/11/2012 and 21/03/2016 respectively.
Apart from imparting basic training, the College has been conducting in-service courses like Commando Course, Crowd Control, P.T & Drill, Handling & Disposal of Explosives, MP-5 Handling Course, Ex-Calibur Rifle Course, Amogh Carbine Handling Course, Bugler Course, VIP Security, etc. to the personnel of various Units of MR/IRB and district Civil Police. Moreover, MPTC, Pangei has been conducting various specialized courses in collaboration with other departments/agencies like NSG, National Forensic Science University, State Academy of Training, NIA, BPR&D, Red Cross Society, etc.
Organisational Structure:-
The Manipur Police Training College is presently headed by Director, MPTC, Pangei (IGP rank). Further, 1 (one) Deputy Director (DIGP rank), 6 (Six) Assistant Directors (SP/CO rank), 1(one) Addl. Supdt. of Police, 1 (one) Dy. Supdt. of Police and 1 (one) Assistant Commandant are posted at MPTC, Pangei. Besides the G.O’s, the training college has 13 Inspectors, 24 Subedars, 17 Jemadars, 03 Asst. Sub-Inspectors (Combat), 79 Havildars, 01 Head Constable, 229 Riflemen, 09 Constables, 02 Drivers Constables and 38 Followers.
01 Medical officer, 02 Pharmacists, 03 Head Clerks are also posted at this Training College.

Training(s) conducted in the FY 2024-25
The training college conducts various in-service courses for various ranks of MR/IRB/District Police according to the training calendar and as per the instructions from PHQ from time to time. Training of Trainers (TOT) courses of the staff and personnel of various units attached to MPTC, Pangei are also conducted on regular basis keeping in view the need to maintain highest standard of the training Instructors. In addition, this training college also conducts District Practical Training of IPS / MPS Probationers of Manipur Police Department. Some of the training(s) conducted in the FY 2024-2025 are highlighted below:
(1) Course on “Investigators on Women Safety”
Manipur Police Training College under the aegis of Bureau of Police Research and Development, New Delhi conducted the 10th Batch of “Investigators on Women Safety” course w.e.f.17/02/2025 to 21/02/2025. Apart from the officers and Law Instructors of this training college, Resource person from Directorate of Forensic Science, Cyber Crime, Social Welfare Department, Manipur Human Rights Commission, Psycho Social Counsellor and experienced Investigating Officers were engaged to deliver lectures. 21 (twenty-one) Police officers of the rank from ASI to Inspector from various districts and units of Manipur Police Department participated in the training programme.

(2) IPS Probationers District Practical Training
05 IPS Probationers of 76 RR batch were attached to MPTC, Pangei w.e.f. 28/10/2024 to 30/11/2024 as a part of their District Practical Training. Various subjects/topics prescribed by SVPNPA, Hyderabad were taught during their attachment to MPTC.

(3) MPS Probationers District practical Training
11 MPS Probationers of Manipur Police were attached to MPTC, Pangei w.e.f. 09/12/2024 to 29/12/2024 as a part of their District Practical Training after completion of their basic training from NEPA, Umsaw, Shillong.

(4) Yoga Course
A 2 (two) weeks course on Yoga was conducted at MPTC, Pangei w.e.f. 07/06/2025 to 21/06/2025. Altogether 43 officers/personnel participated in the said course.

(5) Refresher Course
Refresher courses for the personnel of MR/IRB Bns., District Police and VDF were conducted at MPTC, Pangei for a duration of 01 month each to refresh their knowledge, increase physical fitness and discipline.

(6) Un-Armed Combat Course
A 06 weeks course on Un-Armed Combat (UAC) was conducted at MPTC, Pangei w.e.f 19/08/2024 to 27/09/2024 to enhance their skill for Un-Armed Combat. 23 personnel of MR/IRB units from the rank of Riflemen/Constable to Havildar/Head Constable underwent the said training.

(7) Bugler Course
A 06 months Bugler course was conducted at MPTC, Pangei w.e.f 27/10/2024 to 29/04/2025. 06 personnel of MR/IRB units from the rank of Follower to Riflemen/Constable underwent the said training.

(8) Course on the Three New Criminal Laws, viz, Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNNS) & Bharatiya Sakshya Adhiniyam (BSA), 2023.
To ensure the effective implementation of these laws, comprehensive training(s) were imparted to the Law enforcement personnel of Manipur Police at this training College as well as at designated places by deputing our trainers. A total of 19 training(s) was conducted in which 1044 officers and personnel of various units/districts underwent the training during the Financial Year 2024-2025.

(9) Training on Drone Forensics
A 03 days training programme on Drone Forensics was organised at MPTC, Pangei for the personnel of Manipur Police in collaboration with the National Forensic Science University, camp MPTC, Pangei w.e.f. 16/12/2024 to 18/12/2024. Resource persons from the National Forensic Science University delivered the lectures along with demonstration of Drones, etc. A total of 35 officers of Forensic Science Department & police personnel attended the said training.

(10) Videography and Photography Course
A 01 day training programme on Videography and Photography was conducted at MPTC, Pangei by the experts of Directorate of Forensic Science, Manipur and National Forensic Science University, Camp MPTC, Pangei on 28/03/2025. Altogether 24 officers and personnel of Manipur police attended the said training programme.

(11) Departmental Enquiry Course
A 03 days course on Departmental Enquiry for the officers of Manipur Police was conducted at MPTC, Pangei w.e.f. 03/12/2024 to 05/12/2024. Senior Police Officers, Retd. Police Officers and experts from Finance and D.E. Department Secretariat were the resource persons for the said course. A total of 22 officers of Manipur police participated in the course. This year the same course was held from 09/07/2025 to 11/07/2025. A total of 18 Officers of Police Department participated in the course.

(12) Disaster Management Training Course
In order to educate personnel of Manipur Police on how to effectively prepare for, respond to, and recover from natural and man-made disasters, a 02 days training course on disaster management was conducted at MPTC, Pangei w.e.f. 13/11/2024 to 14/11/2024. Experts from the State Disaster Response Force (SDRF), Manipur act as resource person for the said course. 49 officers and personnel participated in the said training.

(13) Crowd Control and Anti-Riot Course
In order to ensure public safety especially during large gatherings or events and to enhance the skills to manage crowds efficiently, prevent panic and response to emergencies, courses on Crowd Control and Anti-Riot are being conducted at this training College. A 03 weeks course on the same was conducted at MPTC, Pangei by our instructors w.e.f. 11/11/2024 to 29/11/2024 in which 29 personnel of Manipur Police participated the course. This year 03 weeks Training of Trainers (ToT) Course on Crowd Control and Anti-Riot by the officers and personnel of Rapid Action Force (RAF) was conducted at MPTC, Pangei w.e.f.05/05/2025 to 24/05/2025. Wherein 53 (fifty-three) personnel of MPTC participated at the course.
As directed by DGP, Manipur, 1st Batch 15 (fifteen) days Course on “Crowd Control and Non-Lethal Weapons” was conducted at MPTC, Pangei in collaboration with CRPF (RAF) Officers / Trainers for officers & personnel of Manipur Police Department from various Districts/Units/Battalions w.e.f. 14/07/2025 to 28/07/2025. Altogether, 240 (two hundred & forty) officers & personnel participated at the said course.

(14) Training of Trainers (ToT) Course
Conducting Training of Trainers (ToT) courses on subjects such as weapon handling, physical training, drill, crowd control, map reading, and other core police skills offers numerous benefits to personnel of a police training college. These courses empower selected trainers with advanced knowledge, instructional techniques, and leadership capabilities, enabling them to effectively impart essential skills to recruits and in-service officers. By standardizing training methods and enhancing the competence of instructors, ToT programs ensure consistency, safety, and discipline in police training. Additionally, such initiatives promote continuous professional development, help in adapting to modern policing challenges, and contribute to building a well-prepared, physically fit, and tactically sound police force.

(15) Other short-term courses
Besides the regular courses, short-term courses on essential IT and Cyber security Fundamentals, Special Investigation officers (IOs) Course, Handling of Digital Evidence, Capacity Building course on Investigation and Prosecuting cases related to Terrorism and other matters related to National Security, Crime Scene Investigation, Provisions of the Rights of Person with Disability Act, 2016, JJ Act and POCSO Act, etc, are also conducted at MPTC, Pangei.

Further, Awareness programmes on Emergency Stroke Management, Financial Awareness, Information Security and Emerging Technologies, etc, are being organised at MPTC, Pangei from time to time.

The training Centre with its vast expanse of playing fields are also nurturing the sporting talents of the Manipur Police Sport Club especially the MPSC football players and the Kabaddi players who have brought many laurels for the Police Department.
Currently the following Course/Training are undergoing at MPTC, Pangei:
(1) Refresher Course for VIP Protection Group, there are altogether 57 (fifty-seven) personnel.
(2) 01 (one) month Course on “Machine Gun 7.62MM MMG (MAG)” at MPTC, Pangei w.e.f. 01/08/2025 to 30/08/2025. Altogether, 73 (seventy-three) personnel of Manipur Police Department from various Districts/Units/Battalions are participating at the said course.
(3) 01 (one) Month Refresher Course for Constable (Civil Police) at MPTC, Pangei w.e.f. 01/08/2025 to 30/08/2025. Altogether, 33 (thirty-three) Constables of Districts Police including 8th IR(CDO) Bn. are participating at the said course.
(4) 2nd Batch 15 (fifteen) days Course on “Crowd Control and Non-Lethal Weapons” is undergoing at MPTC, Pangei in collaboration with CRPF (RAF) Officers / Trainers for the personnel of 10th IRB & 11th IRB, Manipur w.e.f. 04/08/2025. Altogether, 62 (sixty-two) personnel are participating in the said course.

Activities
(1) Debating Completion on Human Rights Awareness
The College under the aegis of National Human Rights Commission, New Delhi have been organising Debating Competitions annually for the officers and personnel of Manipur Police as an awareness programme about the Human Rights. For the Year-2024, MPTC, Pangei organised the Annual State Level Debate Competition on Human Rights for the State Police personnel at 1st MR Banquet Hall on 23rd October, 2024 on the topic “Human Rights Violation by Non-State Actors is a serious issue in Manipur”. The Debating Competition was graced by Shri Rajeev Singh, IPS, Director General of Police, Manipur as Chief Guest. 37 (thirty-seven) Police personnel from different Districts/Units, MR/IR Battalions of the State took part in the competition wherein different views and opinions for and against the topic was debated.
The 3 (three) Police Personnel who prizes in the Debating Competition were C/D No. 10D1318, Thoidambou Abonmei of Tamenglong District Police secured 1st Position, Sub-Inspt. Ranee Abraham of Senapati District Police secured 2nd Position and Hav. No. 09971179, K.R. Kothilpaul Maring of 8th Manipur Rifles Battalion, Leikun secured 3rd Position.

(2) Workshop on Gender Sensitization for Police Personnel under the aegis of the National Commission for Women (NCW), New Delhi.
As an initiative aimed at enhancing the sensitivity and responsiveness of law enforcement officers towards gender issues thereby strengthening public trust in the justice system, a 01 day workshop on Gender Sensitization for Police Personnel under the aegis of the National Commission for Women (NCW), New Delhi was organised by MPTC, Pangei on 27/07/2024 at 1st MR Banquet Hall, Imphal. Smt. Rekha Sharma, Hon’ble Chairperson, NCW, grace the function as Chief Guest, Mr. Ritesh Nangia, JTE, NCW, Ms. Renuka Mishra, IPS, Shri Keshav Kumar, Cyber Expert, Ms. Saloni, Psychologist, NCW attended the function as representatives of NCW. Shri Rajiv Singh, IPS, DGP, Manipur led the Manipur Police and ADsGP, IsGP, DIsGP and other officers from Manipur Police Department attended the workshop.

(3) Observance of World Yoga Day.
World Yoga Day is celebrated every year on June 21stto raise awareness about the benefits of yoga and promote its practice worldwide. This day highlights the importance of maintaining physical and mental well-being through the ancient discipline of yoga. MPTC, Pangei also observed the World Yoga Day on 21/06/2024 by organising a yoga session.

(4) Observance of World Environment Day, 2025.
World Environment Day, observed on June 5theach year for encouraging worldwide awareness and action for the protection of the environment. It serves as a reminder of our responsibility toward nature and highlights key environmental issues such as pollution, climate change, and biodiversity loss. Various activities like planting of trees, clean-up campaigns, seminars, and exhibitions are organized globally to inspire people to take positive environmental actions.
MPTC, Pangei also observed this day by planting more than 400 saplings in and around the campus. Shri Arvind Kumar, IPS, Addl. Director General of Police (Trg), Manipur and other officers and Staff of MPTC, Pangei attended the said programme.

(5) Observance of van Mohotsav, 2025.
Van Mahotsav, or the “Festival of Trees,” is celebrated in the first week of July in India to spread awareness about forest conservation and the importance of trees in maintaining ecological balance. The celebration emphasizes the role of trees in providing oxygen, reducing pollution, conserving water, and supporting wildlife. MPTC, Pangei also observed this occasion by planting about 2025 saplings in and around the MPTC campus. Shri Sorokhaibam Gautam Singh, IPS, i/c. Director, MPTC and Shri Vikram Suresh Nadhe, IFS, DFO, Central Forest Division, Govt. of Manipur led the officers and staff of MPTC, Pangei in planting the trees.

(3) Major repairing / construction of 40 SM Barracks Semi Pucca old training barracks of MPTC, Pangei.
(4) Construction of Barracks, Garages, Store and Kitchen of M.T. Platoon as well as major repairing /
construction of Unit Hospital of MPTC, Pangei.
(5) Construction / repairing of Septic Tank, Plinth protection and roof treatment of ADM Block / Main

(6) Construction of Kitchen cum Dining Hall 100 capacity, bathroom toilet fencing near the old Director
